Tim Stewart
Executive Director

Tim's career includes over 35 years in the construction, engineering, and maintenance industry of which over 32 years was in the tolling industry with both the Oklahoma Turnpike Authority (OTA) and E-470 Public Highway Authority (E-470 PHA).  Prior to working in the tolling industry, he owned and managed his own residential construction company in Chickasha, Oklahoma. 

Tim's tolling career began with OTA in 1984 where he held various positions beginning in field maintenance services and advancing to Director of Patron Services, Director of Maintenance, Director of Planning and Operations, and Deputy Director & Chief Operating Officer, a position he held beginning 2005.  Tim was named Executive Director of the OTA in April 1, 2013 and served in that role until January 31, 2016 when he was appointed as Executive Director of E-470 PHA. Tim began serving as Executive Director of E-470 PHA on February 1, 2016.

Tim also serves on the Board of Directors of the International Bridge, Tunnel & Turnpike Association (IBTTA) and began serving as its 2nd Vice President effective January 1, 2016. Tim was elected at 1st Vice President and will begin serving in that role effective January 1, 2017.  Tim is a graduate of Oklahoma State University, OKC with a degree in Civil Engineering Technology.

             
Dave Kristick
Deputy Executive Director
Director of Operations      
  
Mr. Kristick became the Deputy Executive Director in September 2010 and Director of Operations in December 1998. Previously he served as E-470's Manager of Operations and joined E-470 in August of 1996. Mr. Kristick is responsible for E-470 and ExpressToll customer services, marketing and public relations, toll collection operations and maintenance of the Authority's toll collection system equipment, facilities and E-470's vehicle fleet services.  ​

Mr. Kristick directed E-470's toll collection system replacement in 1998 and reorganized E-470's customer services to support the transition to cashless operations in 2009. He also directed the Authority's initial Violation Processing Center upgrade in 2001, introduced Lean Six Sigma tolls to E-470's operations in 2005 and with cashless operations, helped to implement License Plate Toll services in 2009.


Mr. Kristick has extensive leadership, information technology, and operations management experience gained during his twenty years of active duty in the US army. Mr. Kristick holds a Bachelor of Science degree in Engineering from the U.S. Military Academy at West Point, and holds an MBA in Finance and Organizational Development from the University of Rhode Island and a Masters of Science in Strategic Studies from the U.S. Naval War College.



Stan Koniz
Director of Tolling  Services and   Business Development 

Mr. Koniz became the Authority’s Director of Tolling Services and Business Development in August 2016 after serving as Director of Finance since May 2012. Prior to joining the Authority, Mr. Koniz served as Director of Finance at Denver International Airport from 1999 before being promoted to Deputy Manager of Aviation for Finance and Administration in 2005. Before joining the Airport, Mr. Koniz held a variety of private sector positions in the fields of accounting, auditing and contract administration. 
As the Authority’s Director of Tolling Services and Business Development, Mr. Koniz serves as primary contact and relationship manager for the provision of tolling services and represents the Authority to all external agencies and coalitions. Mr. Koniz is also responsible for developing and maximizing the Authority’s non-toll related income streams. 

Mr. Koniz is a licensed Certified Public Accountant and an accredited Certified Managerial Accountant and Certified Internal Auditor. He holds a Bachelor of Science degree in Business Administration with an emphasis in Accounting from the University of Northern Colorado. 



 
 
 
Sandra Bish
Director of Technology

Ms. Bish has over 30 years of experience developing products, managing technical resources, building teams, and driving business improvements in a variety of industries.  She stepped into the role of Interim Directory of Technology in October 2016.  In this role she leads the IT team, including Security, Program Management Office, Quality Assurance, IT Infrastructure, and Software Development.  
She joined the Authority in 2015 as the Solutions Delivery Manager where she managed the IT Infrastructure and Software Development teams through the implementation for 3 new roadways on behalf of CDOT and Plenary Roads Denver. Prior to that she served as the Global Director of Data Services at ServiceSource, the support contract outsource vendor for most high technology hardware and software vendors globally.  She also has experience leading software and hardware IT and development teams at Tricare, McKesson, Motorola, and Lucent Technologies / Bell Laboratories.

Ms. Bish is a certified Project Management Professional (PMP) and holds a patent in telecommunications switching technology.  Sandy is a graduate of Purdue University (BS Computer Science) and Stanford University (MS Computer Engineering).

Jason Myers
Director of Finance

Mr. Myers became the Authority's Director of Finance in 2016, and previously served as the Director of Tolling Services/Deputy Director of Finance. As the Authority's Director of Finance, Mr. Myers is responsible for overseeing all accounting, finance, treasury, debt and cash management, audit, budget and financial risk management functions of the Authority.
During 2015, Mr. Myers was responsible for overseeing the Authority's efforts and activities regarding tolling services including back office and toll integration services provided to external agencies including the Colorado DOT and concessionaires. Prior to 2015, Mr. Myers served as the Authority's Controller for five years, and worked for eight years at KPMG LLP as a Senior Audit Manager on various financial statement audit and consulting engagements.
Mr. Myers is a licensed Certified Public Accountant and in the state of Colorado, and is a member of the Colorado Society of CPAs and AICPA, including obtaining the Chartered Global Management Accountant (CGMA) designation.


Neil Thomson
Director of Engineering and Roadway Maintenance

Mr. Thomson became the Authority’s Director of Engineering and Roadway Maintenance in February 2012. He previously served as Construction Manager since 2003 when he oversaw the E-470/I-70 Interchange project, Segment I widening and the new interchanges at Chambers Road and Jamaica Street.
From 1997 to 2003, he served as the Authority’s Construction Engineer overseeing large scale projects such as Segments II/III and Segment IV as well as smaller pavement overlays and maintenance building projects. 

Prior to working at the Authority, Mr. Thomson was Utility Engineer at RTD in Denver and a Project Engineer for the Highway Department in Edinburgh, Scotland. Mr. Thomson holds a Bachelor of Science degree in civil engineering from the Heriot-Watt University, Scotland and is a registered professional engineer in the state of Colorado.
