Joe Donahue

Executive Director

Joe Donahue returned to the Authority in November 2023 as the Interim Director of Finance and in June 2024 was approved by the Board of Directors to be the Executive Director. He has over 23 years of experience in the tolling industry.

Joe began his career in tolling in 2000 when he started working with E-470 in the finance department, serving as a Financial Analyst, then Controller and finally the Director of Finance. While at E-470 he was an integral member of the team that included Bond Rating Agencies, Financial Advisors and the Board of Directors to establish long-term financial plans and strategies such as the multi-year capital and operating budget process, long-term cash and debt management policy and was key contributor to the Authority’s conversion to All-Electronic Tolling (AET).

Since joining the private sector in 2012, Joe spent a short period with Jacobs Engineering and then finally HNTB Corporation working with many toll agencies across the United States assisting with financial planning/strategies, conducting operational analyses to identify areas for improvement, performed systems planning, procurement and implementation and assisted agencies with their AET conversion programs.

Joe is excited about this opportunity to rejoin E-470 and lead a strong team that brings a wealth of tolling knowledge but also relevant experience from other industries that will help E-470 maintain their position as a leader in the toll industry.
